Comparing Energy Upgrade Quotes in Greece: Scope Before Price

Two quotes for a Greek home can both say “insulation and heat pump” and differ by thousands of euros. That does not make the lower figure a bargain or the higher figure evidence of better work. It usually means the documents describe different assumptions about the building, the equipment, preparation, electrical work and handover. Price only becomes useful after those differences are visible.

For owners abroad, a quotation may arrive as a short message with a total and a few product names. Ask each bidder to price the same defined scope and state where it differs.

Compare the property assumptions before comparing the total

Start with the facts each contractor used: address, floor area, levels, rooms to be heated or cooled, present systems, renovation and occupancy. If one inspected the property and another worked from photographs, record that difference beside the price.

For a heat-pump quote, ask what design conditions and emitters it assumes. A unit serving air-conditioning zones is not comparable with one supplying radiators, hot water and cooling. State unchecked electrical supply, pipework or radiators as assumptions. For insulation or windows, compare included and excluded areas, material, thickness, removal work and finish.

Turn each proposal into the same scope

Create a one-page comparison sheet identifying the element or system, quantity, product, preparation, installation, electrical or plumbing changes, finishing, commissioning, warranty and VAT. It stops equipment-only pricing being compared with an installed system. Ask whether access, scaffolding, waterproofing repairs, electrical-panel upgrades, drainage, pipe runs and reinstatement are included.

Where an item cannot yet be fixed, ask for an allowance to be named and described. A transparent provisional allowance is easier to manage than an apparently fixed sum that excludes a foreseeable condition. Do not treat vague wording such as “if required” as a priced commitment. Ask what event triggers the extra cost, who decides it and how the amount will be documented.

Before you choose a contractor, make the scope comparable

A free energy assessment can turn bills, photos, occupancy information and existing equipment into an initial upgrade brief before quotes are requested. KG Nordic Advisory provides this manual remote review as a PDF within five working days, with indicative measures, indicative costs and funding pointers where relevant. It is not an EPC, a final design, grant approval or a binding savings or payback guarantee.

Request the free energy assessment before accepting a price that has no agreed basis for comparison.

Read exclusions as closely as inclusions

Most disagreement begins in the space between the sales description and the work actually included. Read exclusions first. A heat-pump price may exclude removal of old equipment, electrical upgrades, hot-water integration, controls, core drilling, condensate drainage, local permits, builder’s work or commissioning. An insulation price may exclude damp repair, roof remediation, flashing, substrate preparation or interior finishes. None of those exclusions automatically makes a quote unsuitable. They tell you what still needs a decision and a budget.

Assign responsibility at each boundary. If roof repair is excluded before insulation, identify who prices it and whether the warranty depends on it. Visible damp, a failing roof, damaged render or an undersized electrical panel may require staged work before an installer’s quote is reliable.

Compare equipment by function and handover

Check what each system is intended to do, its controls, commissioning, handover documents and warranty route. Distinguish solar water heating from photovoltaic electricity generation: the first heats water, while the second produces electricity and may involve an inverter, meter, grid and battery. For insulation, ask where coverage will be continuous and how openings, roof edges and ventilation paths will be treated.

Separate funding claims from the work price

Do not accept a reference to a past programme as proof of current support. As checked on 23 September 2026, Exoikonomo 2025 closed to new applications on 13 April 2025, and its later completion extension is for specified approved cases. The household heating-system and water-heater scheme closed to new applications on 5 May 2025.

Check any future programme under live official rules before work is ordered or finance assumed. A quote can identify potential documentation needs, but should not present an unverified subsidy as a secured discount. For certificate context, see what a Greek EPC records.

Use price only after scope has been normalised

Once assumptions, inclusions, exclusions and responsibilities are written down, compare totals against the same outcome. A higher quote may include removal, electrical work, finish repairs, commissioning and a warranty route. Keep revisions in writing when a site visit changes scope.

Get an independent first brief before quotes arrive

For Greek property owners, the free energy assessment provides a remote manual PDF review within five working days based on your bills, photographs, occupancy pattern and property details. It identifies indicative measures and costs, and points to relevant funding information where available. Start the free assessment so contractors can be asked to price the same practical problem.

Frequently Asked Questions

Why are energy-upgrade quotes in Greece so different?

Quotes often use different assumptions about the home, the quantity of work and the condition of existing systems. One price may include electrical work, removal, commissioning and finishes while another covers equipment or installation only. Compare the stated scope and exclusions before treating the difference as a price difference.

What should a Greek heat-pump quote include?

A useful heat-pump quote identifies the intended function, equipment model, installation work, controls, electrical requirements, pipework or emitters where relevant, commissioning and warranty route. It should also state assumptions that still need a site check. This does not replace the project-specific design and checks needed before installation.

Can I rely on a contractor’s promise of Greek energy funding?

No, verify any programme through its official current rules before committing to work or finance. Exoikonomo 2025 and the 2025 household heating and water-heater scheme were closed to new applications when checked on 23 September 2026. A contractor can identify potential documentation needs, but cannot turn a past or unverified programme into guaranteed funding.
