An investor in Dubai is three documents away from wiring 800,000 euros into a renovated apartment building on the Athens Riviera. The lawyer has confirmed the title is clean and the property qualifies under the residency rules. Everything legal is verified. What nobody has verified is the asset itself: the building, its permits against its physical form, and what it will cost to hold for the five years the residency requires. The Golden Visa is unusual among investments in that the paperwork is checked by professionals and the asset is checked by no one.

Why the Golden Visa Structure Amplifies Technical Risk
Under Law 5100/2024 the minimum investment is 800,000 euros in Zone A, covering Attica, Thessaloniki, Mykonos, Santorini and the larger islands, and 400,000 euros elsewhere, in a single property. That single-asset rule is the risk amplifier. An ordinary investor diversifies; a Golden Visa investor concentrates the entire qualifying amount, plus taxes and costs, in one building, and then holds it for at least five years because selling ends the residency. A defect discovered in year two cannot be walked away from. It is repaired at the owner’s cost, inside the asset the family’s residency depends on, in a market and language the owner may barely know.
Legal Due Diligence Is Not Technical Due Diligence
The Golden Visa process is lawyer-led, and the lawyers do their part well: title, liens, eligibility of the property, the immigration file. None of that touches the building. An investor whose entire verification is legal has verified the residency and not the 800,000 euros. The two verifications cost about the same. Only one of them protects the capital.

The premium is invisible until the technical layer is examined. Condition findings are the only instrument that reprices such an asset: they either justify the number, negotiate it down, or justify walking to the next qualifying property.
